E-cigarettes

Medscape: There is a growing health concern about the electronic cigarette and how it is being marketed to consumers. We have made so much progress in recent years fighting the tobacco problem in this country, and now we are faced with a new product that may be just as concerning. What is the CDC doing to address this concern?
Dr. Frieden: What we are doing first is tracking, and we are seeing some very concerning trends. Use of e-cigarettes in youth doubled just in the past year, and many kids are starting out with e-cigarettes and then going on to smoke conventional cigarettes. Nicotine can be a very addictive drug, so we want to make sure that e-cigarettes don't lead to another generation of kids becoming addicted. In addition, if smokers want to quit, we know that there are FDA-approved medications that can double or triple their likelihood of succeeding. Every adult nonpregnant smoker who tries to quit should be offered medication. Also, we need to make sure that people who have quit smoking don't get hooked back on nicotine by starting up with e-cigarettes and then go on to smoking conventional cigarettes. Finally, to the extent that e-cigarettes reglamorize the act of smoking, they could be very dangerous, but we don't know what that will bring in the long term. It may be that if they are carefully regulated, for some people they may do good. But right now we have got those 4 areas I have mentioned that we are very concerned about./.../

A batalha da cultura na RESTINGA

Em uma região distante do centro de Porto Alegre, não existem salas de cinema, mas há cineastas. Não há teatro, mas se multiplicam atores e dançarinos. Se faltam casas de espetáculo, sobram músicos e artistas em busca de público.

Vindos de um cantão da Capital quase sempre lembrado pela pobreza e pela violência, lutam contra a falta de estrutura para serem reconhecidos pelo talento - muitas vezes, contrariando opiniões de que se devotar à cultura em meio à carência é "coisa de vagabundo". Se é difícil fazer arte no centro cultural e financeiro da cidade, é um milagre na Restinga.



Ainda assim, os artistas do arrabalde não apenas insistem em se dedicar a seus ofícios como vêm conquistando reconhecimento e destaque em premiações importantes. Eliminam a lonjura para o resto da cidade a passos de dança. Deixam de ser invisíveis projetando sua imagem na tela de cinema.

Os exemplos desse fenômeno suburbano se acumulam: entrou em cartaz, neste mês, o primeiro filme longa-metragem produzido por moradores da região. Em setembro, um time de bailarinas se consagrou nas primeiras colocações do Festival Sul em Dança, um dos mais importantes do Estado. O Prêmio Açorianos do ano passado destacou o grupo Restinga Crew e o programa Trabalhos Socioeducativos do Hip Hop.

Os bailarinos, poetas, músicos e criadores em geral dos confins geográficos da Capital não fazem parte de nenhum movimento organizado. São simples fruto da persistência em uma porção da cidade marcada, desde a origem, pela exclusão. A Restinga nasceu, no final dos anos 1960, devido a um processo de remoção de casebres das áreas mais centrais de uma Porto Alegre que queria se fazer moderna, mais "limpa" e ampla. Moradores foram transferidos para uma terra de ninguém, distante mais de 20 quilômetros do Centro.

- A Restinga surgiu por processo de exclusão, quando a cidade queria ser mais veloz e bonita, construir perimetrais. Assim, foi se consolidando um imaginário pejorativo sobre o bairro, calcado em uma ideia de assepsia urbana, de que a prefeitura estava limpando a cidade. As famílias foram levadas para o meio do nada. Não tinha absolutamente nada lá - conta a geógrafa Nola Patrícia Gamalho, que fez uma dissertação de mestrado sobre a região.

Hoje, parte dessas famílias e milhares de outras que vieram depois, graças a projetos habitacionais ou invasões de área, vivem em um bairro com dimensões de município. A prefeitura conta 60,7 mil habitantes, o que representa 4,3% da população porto-alegrense. Fosse uma cidade, seria a 36ª maior do Estado, comparável à população de São Gabriel. Os efeitos do desterro forçado, porém, ainda se revelam em dados negativos como a violência e a pobreza ? índices em que o bairro se sai bem pior do que a média da Capital.

A queixa de artistas e moradores é de que só são lembrados pelo lado ruim de sua história ou durante a semana de Carnaval, quando a tradição de seus sambistas chama a atenção de todo o Estado. Para além da precariedade social e dos festejos com data para acabar, querem mostrar que sabem criar - músicas, histórias, peças, coreografias e até um bairro do tamanho de uma cidade e nascido do nada.

Versos de poeta

Tio Mano, o Quintana da Tinga

"Tinga, teu povo te ama / E o teu nome proclama / Salve a Restinga amada / A voz desse povo ecoa / Quando teu hino entoa / No largo da Esplanada".

Esses versos do poema intitulado Hino da Restinga foram criados por um morador que conquistou para si apelidos como "o poeta do bairro" ou, como ele mesmo gosta de ser chamado, "Quintana da Restinga". João Manoel Vargas Madrid, 67 anos, mais conhecido como Tio Mano, vive sozinho nos fundos de um terreno e já passou dificuldades por não ter onde morar.
Publica hoje seus livros de maneira independente e ganhou, recentemente, um troféu do Prêmio Dia do Orgulho Periférico por sua contribuição para a cultura na região.

Atriz em busca de personagem

A Restinga se divide em duas: Restinga Velha, onde o bairro nasceu, e Restinga Nova, urbanizada posteriormente. No interior de cada uma, há ainda algumas subdivisões invisíveis determinadas pelo poder de influência do tráfico.

Esse é um dos obstáculos que a oficina de teatro oferecida pela arte-educadora e atriz Aline Ferraz enfrenta para angariar alunos jovens, algumas vezes identificados demais com a sua localidade de origem para cruzar essas barreiras.
Aline conta com a disposição de moradores como a aposentada Antônia Hyppólito, 64 anos, para participar da oficina e, aos poucos, formar uma trupe a fim de montar uma peça no bairro. Isso já foi feito no ano passado, em uma iniciativa que levou a uma apresentação baseada na história da Restinga.

Nativismo

Um gaudério na terra do samba

Um dos mais prolíficos compositores do cenário nativista do Estado vive na terra conhecida pelo samba e pelo pandeiro e não exatamente pelas canções gauchescas e pela gaita.

Com mais de 700 canções feitas em parceria ou por conta própria, Dionísio Costa já foi gravado por artistas de renome como Os Serranos e Os Monarcas, além de já ter lançado seis CDs como cantor de conjunto e estar finalizando o quarto álbum solo.

Since 1964, through 7 revisions, the World Medical Association’s (WMA’s) Declaration of Helsinki has stood as an important statement regarding the ethical principles guiding medical research with human participants. The declaration is consulted by ethics review committees, funders, researchers, and research participants; has been incorporated into national legislation; and is routinely invoked to ascertain the ethical appropriateness of clinical trials.
There is much to praise about the revision process and the latest revision, which coincides with the declaration’s 50th anniversary. The Working Group extensively consulted stakeholders and justified the proposed revisions. The result is a declaration that is better organized into clear sections, more precise, and likely to be more effective at protecting research participants.
For the first time, the declaration requires compensation and treatment for research-related injuries (paragraph 15), an explicit recognition that research participants should not bear the costs of research gone wrong.1 The revised declaration’s emphasis on the dissemination of research results, including studies with negative results, should increase the value of medical research (paragraphs 23, 35, and 36)./.../
