Tobacco taxes

Tobacco taxes have the greatest potential to slash smoking rates, according to Truth Initiative® researchers who reviewed 40 studies that use simulation models to assess the existing and future effectiveness of tobacco control policies.
Researchers analyzed computer simulated models predicting the impact of six major non-clinical tobacco control interventions: taxation, youth prevention, smoke-free policies, mass media campaigns, marketing/advertising restrictions and product regulation. They found that tax hikes of $.71 to $4.63 per pack will yield 8 to 46 percent reductions in cigarette consumption, according to the review published in Nicotine & Tobacco Research.

Convention Secretariat

 Following the ratification of United Kingdom of Great Britain and Northern Ireland today, the conditions for the entry into force of the Protocol to Eliminate Illicit Trade in Tobacco Products (the Protocol) have been met.
Accordingly, the Protocol will enter into force in 90 days; on time for the first session of the Meeting of the Parties to the Protocol (MOP1) to take place immediately after the eighth session of the Conference of the Parties to the WHO FCTC (COP8), from 8 to 10 October 2018 in Geneva, Switzerland.
The entry into force of the Protocol marks an historical achievement in strengthening the international communities’ actions against the tobacco epidemic.
This enthusiasm was shared by Ms. Preeti Sudan, President of the COP, who stated that: “The Protocol is the first international treaty negotiated and adopted by the Parties to the WHO FCTC and its entry into force represents an important step in the fight against the illicit trade in tobacco products. This new treaty provides new legal dimensions for international cooperation beyond the health sector.”
The Head of the WHO FCTC Secretariat, Dr Vera Luiza da Costa e Silva has added: “The Secretariat is very thankful to the Parties of the treaty who have made great strides to ensure the Protocol entered into force in time to celebrate the first session of the Meeting of the Parties from 8-10 October this year. This shows their political commitment and urgent action to address the supply reduction dimension of the mother treaty, the WHO FCTC.”
A new chapter is about to begin, but much more is ahead!

Dr Vera Luiza da Costa e Silva

On 20 June 2014 Dr Vera Luiza da Costa e Silva, from Brazil, took office as the new Head of the Convention Secretariat for a term of office of 4 years, replacing Dr Haik Nikogosian.
Dr da Costa e Silva is a medical doctor with a Ph.D. in Health Sciences from Oswaldo Cruz Foundation (FIOCRUZ). She actively participated in the negotiations for the WHO FCTC and held important positions at WHO. Before joining the Convention Secretariat, Dr da Costa e Silva worked as coordinator for the Center for Studies on Tobacco and Health of the National Public Health School (ENSP/FIOCRUZ).

Carta aberta contra redução de tributos sobre produtos de tabaco


As organizações da sociedade civil e sociedades médicas, brasileiras e internacionais, abaixo assinadas vêm mostrar extrema preocupação diante da Portaria 263/2019, do , publicada no Diário Oficial da União, em 25 de março1, que cria um “Grupo de Trabalho – GT para avaliar a conveniência e oportunidade da redução da tributação de cigarros fabricados no Brasil, e, assim, diminuir o consumo de cigarros estrangeiros de baixa qualidade, o contrabando e os riscos à saúde dele decorrentes”.
As signatárias discordam firmemente da proposta de reduzir tributos sobre produtos de tabaco.
A tributação de produtos de tabaco e a eliminação de todas as formas de comércio ilícito desses produtos são medidas previstas na Convenção Quadro para o Controle do Tabaco (CQCT), primeiro tratado internacional de saúde pública, ratificado por 181 países, inclusive pelo Brasil (Decreto 5.658/2006).
A questão tributária e a questão do contrabando de cigarros devem ser devidamente enfrentadas pelo poder público, e em momento algum a ameaça do contrabando deve inibir a adoção de políticas de saúde pública para a redução do tabagismo.
É preciso destacar que não se aplica o critério de qualidade a produtos de tabaco. O cigarro, legalizado ou contrabandeado, provoca um grave dano sanitário e social, gerando milhares de mortes no Brasil e milhões de mortes no mundo, anualmente. Em 2017, foram 7 milhões de mortes. O tabaco causa a morte de 50% de seus consumidores regulares.
É incontroverso que todos os produtos de tabaco, legalizados ou não, causam forte dependência e mais de 50 doenças e risco de morte, o que justifica que deve ser um produto rigorosamente regulado.
No tocante à tributação, estudos nacionais e internacionais , e a própria experiênciabrasileira, mostram que o aumento de preços e impostos é considerado a medida mais custo-efetiva para prevenção e redução de consumo de cigarros, e a medida está prevista no artigo 6º, da CQCT.
O Instituto Nacional do Câncer – INCA/Ministério da Saúde aponta estudos que indicam que um aumento de preços na ordem 10% é capaz de reduzir o consumo de produtos derivados do tabaco em cerca de 8% em países de baixa e média renda, como o Brasil. As evidências científicas demonstram ainda que o aumento dos preços contribui para estimular os fumantes a deixarem de fumar, assim como para inibir a iniciação de crianças e adolescentes./.../
A fórmula é simples: quanto mais caro o produto, mais difícil o acesso. Dessa forma, evita-se a iniciação de novos fumantes (em geral, crianças e adolescentes) e estimula-se a cessação do tabagismo.
No Brasil, foi adotado um aumento progressivo de impostos entre 2011 e 2016, que resultou em uma queda significativa da prevalência de fumantes, passando de 14,8% para 10,2%, respectivamente. Porém não foi estabelecida uma política fiscal escalonada para os anos subsequentes.

Röntgen studied at the Polytechnic in Zürich and then was professor of physics at the universities of Strasbourg (1876–79), Giessen (1879–88), Würzburg (1888–1900), and Munich (1900–20). His research also included work on elasticity, capillary action of fluids, specific heats of gases, conduction of heat in crystals, absorption of heat by gases, and piezoelectricity.
