Mission accomplished! The Protocol is a reality!

27 JUNE 2018 - Following the ratification of United Kingdom of Great Britain and Northern Ireland today, the conditions for the entry into force of the Protocol to Eliminate Illicit Trade in Tobacco Products (the Protocol) have been met.

Accordingly, the Protocol will enter into force in 90 days; on time for the first session of the Meeting of the Parties to the Protocol (MOP1) to take place immediately after the eighth session of the Conference of the Parties to the WHO FCTC (COP8), from 8 to 10 October 2018 in Geneva, Switzerland.

The entry into force of the Protocol marks an historical achievement in strengthening the international communities’ actions against the tobacco epidemic.

This enthusiasm was shared by Ms. Preeti Sudan, President of the COP, who stated that: “The Protocol is the first international treaty negotiated and adopted by the Parties to the WHO FCTC and its entry into force represents an important step in the fight against the illicit trade in tobacco products. This new treaty provides new legal dimensions for international cooperation beyond the health sector.”

The Head of the WHO FCTC Secretariat, Dr Vera Luiza da Costa e Silva has added: “The Secretariat is very thankful to the Parties of the treaty who have made great strides to ensure the Protocol entered into force in time to celebrate the first session of the Meeting of the Parties from 8-10 October this year. This shows their political commitment and urgent action to address the supply reduction dimension of the mother treaty, the WHO FCTC.”

A new chapter is about to begin, but much more is ahead!

Dr Vera Luiza da Costa e Silva

On 20 June 2014 Dr Vera Luiza da Costa e Silva, from Brazil, took office as the new Head of the Convention Secretariat for a term of office of 4 years, replacing Dr Haik Nikogosian.

Dr da Costa e Silva is a medical doctor with a Ph.D. in Health Sciences from Oswaldo Cruz Foundation (FIOCRUZ). She actively participated in the negotiations for the WHO FCTC and held important positions at WHO. Before joining the Convention Secretariat, Dr da Costa e Silva worked as coordinator for the Center for Studies on Tobacco and Health of the National Public Health School (ENSP/FIOCRUZ).
